The Forest Stewardship Program (FSP) was established under the 1990 Farm Bill to encourage private forest landowners to manage their lands according to professionally prepared forest stewardship plans. Within the FSP is the Spatial Analysis Project (SAP), which is designed to provide participating states with a consistent methodology for conducting statewide assessments identifying important forest lands along with risks or vulnerabilities facing those resources. The SAP is fundamentally a GIS-based analysis aimed at identifying the most suitable private lands for FSP consideration. The RS/GIS Laboratory worked with the Utah Division of Forestry, Fire and State Lands to develop a spatial model to assist with real-time decision making and the development of forest stewardship plans. The modeling approach employs a weighted overlay analysis using ArcGIS 9.1 Model Builder, and utilizes many GIS datasets for the state of Utah, including several provided by the SWReGAP project.
